It is included in the National Plan of Integrated Airport Systems, which categorized it as a "general aviation" facility.

The airport was originally built as Hollywood Municipal Airport in the City of Hollywood. The Works Progress Administration constructed a new airfield 1 mile to the northeast on land leased from Eastern Air Lines near Victory Boulevard and Riverside Drive.

Pacific Air Lines flew its first scheduled jet trip from Burbank to Seattle via Sacramento.
